There would not be a housing crisis if landlords were not always trying to 'print money' in the first place. This is hardly going to solve anything when investors will build it and then charge 4x what people can afford for the rent, for a 200 sq ft studio.
I became a landlord at twenty-three. I let one tenant have three months of no rent to help her save enough to move on.
Another option would be to build the building yourself. My calculations place each unit at between $750 to $900. At this rate, rent from two of the apartments should be able to pay for the entire mortgage for the building.
If you could manage to build four buildings. You could give yourself a great retirement income, if desired.
